Es gibt high und low. Nichts dazwischen. In dem Gesetztesvorschlag steht nichts dazu, dass da eine neue Klasse eingeführt wird. Sie sprechen von änderungen für High Risk Countries. Und was das ist, ist klar definiert. Alles, was nicht auf der "Low Risk" Liste steht.
